BLACK AWK, Colo. — Tourism in the gambling city of Black Hawk is back and at a higher level than before the pandemic, according to City Manager Stephen Cole.

That winning streak was due to new gaming rules that lifted the gaming limits and, after 10 years, the completion of a massive $400 million expansion at the Monarch Casino Resort Spa.

Monarch has already opened a new rooftop pool, a new spa, and new restaurants, but now there’s a new hotel with nearly 100 VIP suites.
“It’s a 516-room hotel,” said Monarch Marketing Director Erica Ferris. “Twenty percent of the rooms are suites. This is a big step for our market.”
The penthouse suite spans 2,000 square feet and has a pool table, fireplace, and spa baths in the bedrooms.
The expansion brought more jobs to Black Hawk, which Cole said will offer more for people to do in the long run.

“We’re hoping we can attract some customers we didn’t have back in 2019,” Cole said. “Customers who normally go to Las Vegas or other places will stay here at home.”

The company expects to open the balance of the expansion project, which includes floors 14-23, later this year. The balance includes additional rooms and suites bringing the total to 516, a concierge lounge, and a spa and pool facility on the top floor of the tower.
This follows recent developments in the city on November 3, 2020, where Colorado voters approved Amendment 77 to the Colorado Constitution, which allowed Black Hawk to remove or increase the $100 limit of unique bet and approve new games such as Baccarat tiles and Pai-Gow.
At the same time, the citizens of the region voted in favor of giving the Black Hawk City Council the authority to remove or increase the betting limit and approve new games. These new regulations may enter into force on May 1, 2021.
“We are confident that our product will meet the expectations of the higher segment of the market,” said John Farahi, co-president and chief executive officer of Monarch.
