It depends. In most cases, the answer is no, a room key is required to enter the pool. However, there are exceptions for non-domestic and local visitors.

Unfortunately, none of the resorts offer guest access to their pools. Topgolf is the only free pool in Las Vegas open to the public.
Topgolf’s Hideout: It may not be a hideout, but Topgolf’s 2-level pool is open to the public if you’re over 21. Note that no purchase is necessary. Show up and be in the chat!
Tropicana: Local residents can enter the Tropicana pool for free any day of the week with a valid Nevada permit.
The Palms: After being closed for 2 years, the Palms reopened and allowed the public to enter the pool for free from Monday to Thursday. Just bring your NV ID.

Caesars Fun Property: Renting a cabana or bed at the pool of your choice guarantees you access even if you’re not staying at the resort. Cabanas and daybeds can be pre-reserved online with your preferences.
Resorts under the Caesars umbrella include Caesars Palace, Paris, Planet Hollywood, Lynx, Harrah’s, Cromwell, Balis, Rio and Flamingo.
MGM Resort Properties: While none of MGM’s pools offer day trips, these pools are still accessible to those who want to spend the day in a cabana. We recommend checking out the beach at Mandalay Bay or the pool at the MGM Grand. They all come with lazy river. Browse cabana prices by location, here.
Hotels under the MGM umbrella include Mandalay Bay, Luxor, Excalibur, NYNY, Park MGM, Aria, MGM Grand, Bellagio and Mirage.
Las Vegas Pool Parties Open For 2021 Season
Downtown Grand: Non-accommodation guests can access Downtown Grand’s rooftop citrus pool and cabana or reserve a table.
Cosmopolitan: Purchasing a cabana or day shopping will unlock access to the Boulevard and Chelsea pools at the Cosmopolitan. The fee you pay in advance is the minimum food and drink you can use at the pool.
The Plaza: The Plaza rooftop pool is available to anyone who rents a cabana for $125 on weekdays and $200 on weekends. $50 of that fee is for rent, and the rest can be used to buy food and drinks at the pool.
Golden Nugget: Tank baths are also available for non-hotel guests for an entrance fee. Prices range from $35 to $45 depending on the day. Please note that the pool is reserved for hotel guests only on Saturdays. If you are interested, you can call the resort at (702) 500-1606 to get your day rates.
Sahara Las Vegas Rooftop Pools
Approx: Circa’s swimming pool is available to off-site guests for an initial fee of $20, but may be higher during development. Our opinion? Place your bets on the games before you hit the pool, then play the game in the 143-foot amphitheater. We think you’ll agree that Circa is one of the best pools in Vegas.
Red Rock Resort: Anyone can access the beautiful sandbar for $25 ($10 for children under 16).
Non-guest access to the Red Rock Pool is subject to occupancy, making the weekend more difficult. However, renting a daybed or cabana guarantees entry.
Green Valley Ranch: Like Red Rock, Green Valley Ranch offers a beautiful pool area right off the strip with real sand dunes. Non-hotel guests can enter the pool for $25 ($10 for children under 16).

Entry is subject to occupancy, so entry may be more difficult on weekends. However, renting a daybed or cabana gives you access.
M Resort: Non-hotel guests can enter the M Resort pool for $10 Monday – Thursday and $20 Friday – Sunday. Children are always $10.
Palms: Non-Palms guests can still use their pool for $15 Monday – Thursday and $20 Friday, Saturday and Sunday.
