In 2016, developers announced major renovations to the historic and luxurious Hotel Cecil, but the downtown hotel has been gathering dust ever since.

That may change in a few months. City records indicate that developer Simon Barron Development plans to secure funding for the project by the end of the year, with construction beginning shortly thereafter. The work is expected to be completed by October 2021.

A memo from its executive director Steve Valenzuge to CRA/, the agency that replaces the City Development Agency, said the hotel pn required the relocation of hundreds of one-room residents as part of the project’s rehabilitation. (Urbanize got the memo first.)
Cecil, also known as Stay on Main, is located near Seventh and Main streets. Built in 1924, it has 299 hotel rooms and 301 residences.
The development calls for renovating 261 existing homes and building 30 new units to replace existing rental properties. (Those 30 redevelopment units will be built and open by July 2028.)
The city previously approved reducing the total number of dwellings from 301 to 291 to allow for 10 executive units for the SRO portion of the project, but the CRA/must also approve this move.

The SRO apartments are managed by the Skid Row Housing Trust and are rented to tenants with incomes between 30 percent and 60 percent of the area’s median income, but the majority — 141 units — are 30 percent or less of the area’s low income. That’s it. The cheapest contract unit price on the property would be 55 years.
Of all the SRO units, only nine are functioning at present. The memo states that those tenants will be allowed to stay until construction begins, move them out during construction and move back in after the work is complete.
Representatives for Simon Barron Development would not comment on the project, but confirmed they are in the process of obtaining more permits from the Department of Buildings and Safety.
The Cecil was sold in 2014 by New York real estate developer Richard Bourne, who owns a large portfolio of boutique hotels in New York, including the Bowery, Maritime, Ludlow and Greenwich.

In 2015, Simon Barron Development entered into a 99-year lease with the owner of the property (formally 248 Haynes Hotel Associates, LLC) to renovate and operate the residential and hotel components of Cecil.
Pns include hotels and live microphones for the 2016 revival. Simon Baron Development reps wouldn’t say if Coliving models and micro-parts are still in pn.
The CRA Board has to approve the developer’s PN to replace the SRO units/obtain necessary approvals from the building and safety department of the city for the project. The memo recommends that the board approve the PN and the 55-year capacity agreement.
Cecil opened a few years before the Great Depression. The hotel was intended to house businessmen, but with the collapse of the economy, Cecil’s clientele turned to the poor.

However, 19 days after Elisa went missing, her body was found in the hotel’s water tank after guests complained that the water had turned a strange color. The guests who have been moved from the hotel are being accommodated elsewhere. But what happened to the Cecil Hotel after that?
Before Elisa’s death, the Cecil Hotel was known for famous activities, from sudden death to serial killers Richard Ramirez and Jack Unterweger. In the documentary, CEO Amy Price — who worked at the hotel from 2007 to 2017 — witnessed 80 deaths in those 10 years alone.
Besides being a budget tourist destination, part of the hotel is rented out to long-term tenants from the ‘Skid Row’ area.
In 2007, the hotel was sold for $26 million and partially renovated as the Stay on Main Hotel. Although the Stay on Main Hotel has its own lobby and marquee, it still uses two elevators like the Cecil building.

Hotelier Richard Bourne bought the property for $30 million in 2014 and it remains open. However, in 2017 the building was closed for a complete renovation including the gym, lounge and rooftop pool. It was designated a National Historic Landmark by the Los Angeles City Council that same year. The hotel works were supposed to be completed this year, but the hotel is still closed.
