Lodging businesses across the country can reopen today, but foreigners who want to stay must continue to self-quarantine for 14 days in their own homes in the state, a federal judge has ruled.

The decision by U.S. District Court Judge Lance Walker said the plaintiffs in the lawsuit against the state failed to show that even modest measures could have reduced the spread of COVID-19 in the state. He rejected a ban on lifting the quarantine requirement in Gov. Janet Mills’ executive order requiring anyone entering the state to self-quarantine for 14 days, except for essential work.

The lawsuit was filed by Bayley’s Campground and related businesses in Scarborough and Little Ossipee Campground in Waterboro; a New Hampshire resident who spent time camping at Bayley’s; a Maine resident also camped there; and a temporary resident named Scarborough, who also resides; in Florida, hoping to be able to visit friends in New Hampshire and return to the state safely. The move affects restaurants in the three counties that bought the food before Wednesday’s announcement. Those who wish to participate must register as merchants with the government, and payments to merchants usually take two weeks. Restaurant owners have until June 5 to contact Assistant Corrections Commissioner Karen Yeaton to let her know the type, amount and dollar amount of food they serve.
According to Mills, the department has the ability to purchase perishable and non-perishable foods (except milk) at a price comparable to what it pays for the same items through food contracts. Food will be provided to staff and inmates.
“I hope this will take some of the burden off businesses in these areas while we do what we can to protect public health, keep Maine residents healthy and active, and slow the spread of this deadly virus so we can safely reopen.”

Prisons and Inmates Commissioner Randall Liberty said the department is “ready to help businesses in York, Cumberland and Androscoggin counties, who are also supporting our employees and inmates. We’re happy to help them.”
Mills also issued an executive order Friday outlining some rules to open and enforce face-covering messages.
“It is my responsibility to protect the health and welfare of Maine residents and support our economy,” he said in issuing the order. “I will continue to work on that balance during the opening.”
The biggest change is that starting Friday, businesses open to the public must post prominent signs informing customers that face coverings are required when physical distancing cannot be maintained. It allows businesses to refuse entry or service to people who are not wearing a mask, except for those who are medically required to wear one.
