OCEAN CITY, Md. – Ocean City residents and visitors will be able to enjoy Sinepuxent Bay in a whole new way later this year with a new bayside boardwalk and luxury hotel.

For decades, the old Cropper concrete plant has stood next to the Route 50 bridge, but before the end of the summer, the Cambria Hotel will open to the public, according to its developer.

“The amenities we offer are unlike any other hotel in Ocean City,” said Tauhid Islam, owner of Ocean 1 Hospitality, the Cambria development company.
Cambria is designed as an all-inclusive resort, Islam said. The hotel has several bars, various entertainment rooms, an indoor and outdoor pool, a gym and a game room.
Another notable feature is that visitors will have more outdoor space to enjoy Sinepuxent Bay and Ocean City, Islam said. It includes the bayside sidewalk from the Route 50 bridge to First Street.
Building the Bayside Boardwalk on First Street has been a goal of Ocean City for decades, said Mayor Rick Meehan. The idea has always been to attract more people to the port.

Meehan said the city has been putting together its dream for years when the side street needed redevelopment.
“When the Cambria Hotel was offered as one of these flagship buildings … it was an opportunity to protect the public sidewalk and walkway,” Meehan said.
A hotel developer could build the Cambria if it agreed to enter into an easement with the city and pay $165,000 to build a boardwalk, Meehan said.
To prevent a hotel developer from building a hotel and then withdrawing, Ocean City requires an easement and payment before Cambria can issue a certificate of occupancy.
College Park Hotels
This arrangement has caused confusion in the community. In April, Islam went to the Ocean City Council asking the city to delay paying for the boardwalk due to the impact of the COVID-19 pandemic. Ocean City leaders declined and issued a public statement in late June.
“Also, the legal representative said that Cambria has never been paid, so the certificate of occupancy will not be issued,” said Council President Lloyd Martin while reading the report of the closed council on June 23.
Islam’s request, in addition to Martin’s, led some to believe that the city had withheld Cambria’s permit because Islam did not want to pay the $165,000 fee.
The city is holding nothing back from Cambria, Meehan said. As far as he knows, Cambria has not applied for a certificate of occupancy as of July 1, and if one does, the city plans to issue a permit after receiving boardwalk fares.

Islam said he always intended to honor the agreement, adding that he made the payment on July 10, before Cambria planned to apply for a certificate of occupancy.
“I love this city and the bayside boardwalk has been a vision of this city for a long time,” Islam said. “I am happy that I was able to fulfill my dream.”
The Cambria Hotel has been under construction for more than two years and is nearing completion, Islam said.
The hotel has passed initial inspections and Muslim plans to apply for a certificate of occupancy in the next 10 to 15 days, he said on July 10. If all goes well, Cambria will open within the next 30 days.

Getting there has been a challenge because of COVID-19, Islam said. The project was delayed due to the coronavirus pandemic, but managed to stay on time as construction projects were able to continue until spring.
“We have tried our best to add services that not only add value to the guests but also give them a sense of luxury that they can only see in five-star hotels,” said Islam.
Islam said part of that luxury includes a road along the harbor. The boardwalk benefits the public and hotel guests, which is one reason why Islam supports it.
As a side street between Second and Fourth streets, the new First Street pedestrian walkway will have more room for hotel guests and residents to enjoy Sinepuxent Bay, said Ocean City Engineer Terry McGean.

McGean said once the city receives that easement and $165,000, it can begin work, which should take about two months.
Many of the plans for the former Cropper Center were proposed before the Cambria Hotel, said Ocean City Development Corporation Executive Director Glenn Irwin.
Irwin said Cambria will greatly improve the vacant lot in Ocean City. The hotel not only creates an impression of hospitality, but also provides economic development.
The hotel will create new jobs for the city, Irwin said. It is also a great financial benefit to the city and tax revenue.

When Cambria was proposed, the development association suggested the city consider the plan as a way to preserve the sidewalk along First Street, Irwin said.
“We thought the bayside boardwalk would be a good thing for businesses,” Irwin said. “Part of the Cambria site plan was a restaurant. We thought it would be a great place to live with a public walkway right by the harbor.
The city agreed, so Ocean City made the site plan approval conditional on the developer supporting the bayside boardwalk, Meehan said. According to the contract, the developer pays for the boardwalk in full.
When people visit Ocean City, many go directly to the beach. The boardwalk will bring more people to the port, which will also help businesses in the area, Meehan said.

When Islam requested a payment delay in April, he did not try to back out of the contract, he said. Islam wanted to change the contract so that payment would be due when construction of the road began.
The extra time would have helped his business, which has been hit hard by the COVID-19 pandemic, Islam said.
Ocean City rejected Islam’s proposal, citing the legal advice of Ocean City Attorney Heather Stansbury and Ocean City Attorney Mark Cropper, who helped draft the agreement.
Cropper and Stansbury recommended that the council keep its current agreement to limit the city’s financial and legal exposure.

“The city rejected our request six days after I went to them,” said Islam. “We then informed them that we will pay the required fee before applying for a use permit.”
On the Ocean City side, the hotel brings in more than $165,000 in tax revenue, so preventing it from opening wouldn’t help them at all, Islam said. For his part, this amount of money is small compared to the license fees, which according to Islam were worth at least three times.
“We have built three new hotels in Worcester County in the last two and a half years,” said Islam. “I am a citizen and a native of this city and state. My best interests are the best interest of this city and county.
